Summary:

This article shows that there are several areas of convergence between planning, M&E processes and climate change policies and initiatives, which are:

  • assessing whether these policies are delivering intended benefits
  • determining their relevance and efficiency,
  • drawing lessons
  • providing policymakers with sound and timely information

However, the absence of appropriate mechanisms that plan, collect, and analyse data, on the one hand, and disseminate the results and lessons learned on the other means we cannot take full advantage of the experiences learned. There is an urgent need to streamline planning, M&E processes into climate change policies and initiatives.  Some opportunities and gaps of the current planning, M&E processes are examined, as well as the reasons behind such gaps.  The artice finishes with some suggestions on how the gaps can be filled in order to support climate change policies and initiatives.

MECCA Africa is an electronic newsletter of the DFID/IDRC funded project ‘An Experimental Approach to Capacity and Toolkit Development for monitoring and Evaluation within Climate Change Adaptation Initiatives’ implemented jointly by UNECA, OSS, AGRYHMET, and IUCN.
