This Task Force report analyses the potential role of the EU budget in assisting the European Union to advance its ambition to act as a world leader in combating climate change. This comprehensive study looks at the multifaceted challenges ahead and investigates how the EU budget, given its characteristics, multiple objectives and limitations, can most efficiently use the available resources to assist in mitigation of and adaptation to the effects of climate change. A large part of the study focuses on the coherence of budget instruments in the context of the EU's climate objectives and how to ‘climate proof’ the interventions. It offers both theoretical and clear practical guidelines for future reforms of the EU budget aimed at assisting policy-makers to introduce a credible climate orientation to the budget.
