Qatar's Second Human Development Report underscores major environmental challenges that Qatar faces and that need to be appropriately resolved, particularly achieving water security, reducing carbon emissions and increasing energy efficiency, and mitigating risks that threaten the safety of the marine environment. The Report argues that assessing the severity of risks and handling required change will entail mobilizing resources, coordinating efforts and putting appropriate policy and regulatory frameworks in place. The Report concludes with a number of practical and actionable recommendations to advance sustainable development in Qatar. It highlights the need to ensure integrated and comprehensive policy and institutional frameworks for sustainable development. The Report also calls for developing credible and reliable data and information systems for evidence-based, decision-making; building national capacity for developing, implementing, monitoring and evaluating environment related policies and programmes; and promoting effective participation and national ownership.
