The 2009 Human Development Index rank for Ethiopia is 171. Ethiopia has signed and ratified the UNFCCC. Political and socio-economic setbacks have had a direct and indirect impact on the climatic conditions in Ethiopia. Despite being richly endowed with a plethora of natural resources such as its water resources, mountains and biodiversity, Ethiopia has not been able to tap into these resources due to excessive and unchecked human activity. Temperatures are expected to continue rising over the next several decades, a factor that will continue to enhance the occurrence of droughts. As an agrarian based economy, key vulnerabilities that the government has identified as vital to adapting to the effects of climate change include Agriculture/Food Security, Water Resources, Public Health, Terrestrial Ecosystems, Wildlife, and Biodiversity.
Project Components:
To integrate and mainstream climate change adaptation into the institutional framework and into core development policy, strategies and plans in Ethiopia.
Expected Outputs:
The Ethiopian government has developed the following plan of action to combat the effects of climate change:
Output 1: Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced.
- National Planning frameworks reflect sector plans.
- Key sectors engaged in regional and national response.
- Capacity built for managing risks and opportunities at local level.
Output 2: Leadership capacities and institutional frameworks strengthened.
- Environment Council strengthened to take on leadership role
- Multi-sector technical group established
- Parliamentary Natural Resources and Environment sub-committee able to effectively articulate Climate Change issues
Output 3: Climate-resilient policies and measures in priority sectors implemented.
- Identify available technologies & best practices
- A set of integrated policy measures tested in specific Agro-ecological Zone
- Generate an evidence base for refining policy measures and informing long-term planning.
Output 4: Financing options to meet national adaptation costs expanded.
- National budgeting systems incorporate climate-related implications on spending priorities.
- Local Fiscal Regulatory options assessed.
EPA has completed a business restructuring process. Core business activities include: State of environment data Development of Environmental Management Systems Development of environmental laws and standards Monitoring and verification Support for stakeholders Effectiveness evaluation
Identified steps forward : Ensure alignment and integration of the 8 Step Plan: Construction of a climate resilient and carbon-neutral economy in Ethiopia, with the broader climate change strategy and frameworks of government. Develop the high level 8 steps into an operation action plan Align and integrate the EPA approach with other institutions and initiatives
Ethiopian government initiatives include: CNCR Ethiopia: A Programme to enable a Carbon Neutral Climate Resilient Economy Ethiopia’s Draft Programme of Adaptation to Climate Change Nationally Appropriate Mitigation Actions (NAMA) 8 Step Plan
There are currently three donors offering to cooperate and pool resources. Development of a dedicated funding mechanism, such as a Trust Fund, may be useful to ensure a coherent and coordinated financing strategy in the long-term.
Technical skills in the realm of climate change science, mitigation, and adaptation will need to be developed further as the public debate changes and evolves and new concepts demand attention
The government of Ethiopia has expressed its concerns about the impact of climate change. This has been demonstrated by the role of the Prime Minister at the Conference of the Parties (COP) 15 and his leadership role in the Advisory Group on Climate Change Financing and the African Union.
