    Summary:

    Project Description:

    The objective is to assist the Government institutionalize a sustainable and systematic road network maintenance operation in the Highlands region. The Project will establish the required road conditions by restoring the road network to the appropriate standards for meeting the current demand and to enable effective maintenance. The Project will assist the government to upgrade its road maintenance operation in the Highlands region to carry out timely and effective asset management and maintenance. The Project will help the road network serve its role in facilitating economic growth and social integration of remote communities to the mainstream of the economy.

     

    The scope of the Project includes:

    • road upgrading subprojects in the Provinces of Southern Highlands, Eastern Highlands, Western Highlands, Simbu, and Enga;
    • asset management including rehabilitation subprojects in the same provinces,
    • training,
    • detailed designs, and construction supervision, and
    • strengthening of Project implementation and the road maintenance operation through formation for the Highlands Region Maintenance Group.

     

    The following road sections have been completed: Oliguti-Lufa 1, Kundiawa-Goro, Chuave-Move, Ogulbeng-Mt. Ambra, Mt. Ambra-Kotna, Kisenopoi-Ialibu, Korifegu-Nupura and Kiapau-Kandep and have effectively integrated the communities around the areas. Considerable increase in passenger traffic numbers is highly evident, and travel time has also been reduced significantly.

    Out of the total road lenght 439.5km of the Highlands roads maintenance and upgrading, 287km has been awarded, 80.4km completed and 207.1km currently under construction. From the 207.1km under construction, 73.5km has been substantially completed as of May 2009, 100.5km to be completed by December 2009 and the remaining balance expected to be completed in 2010. 

     

    Expected Outputs:

    (i) Road upgrading, rehabilitation, and resurfacing subprojects in the provinces of Eastern Highlands, Enga, Southern Highlands, Chimbu, and Western Highlands, selected in accordance with agreed criteria
    (ii) Maintenance works on the national and provincial roads selected according to RAMS
    (iii) Detailed engineering design and construction supervision
    (iv) Strengthening of project implementation and establishment of road maintenance operations through HRMG
