    Summary:

    The Malawi AAP will complement and build on existing climate change initiatives in the country to ensure that Malawi‟s development is sustainable and climate resilient. The capacity of national and local government institutions and key civic-society stakeholders will be built so that climate-relevant policies can be reviewed and measures applied. A comprehensive climate change adaptation strategy linked to a long-term investment plan will be devised which will contribute to the ongoing national effort for the pro-active management of climate change risks and opportunities. The project aims to deliver mechanisms for improving climate-related planning at national and district level; strengthen technical, legislative and non-state institutions to support effective, co-ordinated adaptation; implement tested adaptation measures and a climate investment plan which includes a range of financing options, and lessons for sharing nationally and internationally.

    The key agencies for coordination and delivery will be the Ministry of Development Planning & Co-operation (MoDPC) and the Ministry of Natural Resources, Energy, Energy and Environment (MoNREE). These agencies will work with other Priority Sector Ministries as well as non-state implementing agencies and coordinating institutions. To maximise delivery coordination and efficiency, the existing UNDP-supported Programme Support Unit for the National Climate Change Programme (CCP) based at MoDPC will also support AAP implementation. The resources required for each output will be provided to the Lead ministry or department of that output for management and accountability.

    Expected Outputs:

    1. Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced
    2. Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the local and national levels strengthened
    3. Climate-resilient policies and measures implemented in priority sectors
    4. Financing options to meet national adaptation costs expanded at the local, national, sub-regional and regional levels
    5. Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels
