SEARCA first developed the Knowledge Center on Climate Change (KC3) initiative in 2008. KC3 was born out of the need to help populations in Southeast Asia prepare against the impacts of climate change.

SEARCA was established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966 primarily "to provide to the participating countries high quality graduate study in agriculture; promote, undertake, and coordinate research programs related to the needs and problems of the Southeast Asian region; and disseminate the findings of agricultural research and experimentation." For more information on the work that SEARCA is doing, visit their website: www.searca.org
