Internal factors include competition for limited local resources, the existence of traditional structures and associated values, and changes brought about by the dynamics associated with continuous adapting to local conditions for survival. Thus, sustainable livelihoods in a changing Sãmoa means ways of earning a living that are secure and do not deplete the local resources that the Sãmoans depend upon, in a country that is constantly changing (NHDR, 2006).
