Summary:

National adaptation programmes of action (NAPAs) provide a process for Least Developed Countries (LDCs) to identify priority activities that respond to their urgent and immediate needs to adapt to climate change – those for which further delay would increase vulnerability and/or costs at a later stage. The following summarizes the NAPA for Comoros.

Description

The objectives of NAPAs are: - To serve as simplified and direct channels of communication for information relating to the urgent and immediate needs for adaptation - To facilitate capacity building for the preparation of initial national communications, and addressing urgent and immediate adaptation needs.

Climate Related Hazards

  • Salt water intrusion
  • Changes in river morphology/loss of water bodies
  • Coastal zone inundation
  • Drought and low flows
  • Storm surge
  • Intense rainfall
  • Cyclones

Main Human Vulnerabilities and Livelihood Impacts

  • Reduced fishery productivity
  • Water shortage and/or groundwater depletion
  • Increased disease and/or other health problems
  • Infrastructure damage
  • Food security
  • Income generation
  • Energy
  • Displacement of people

Priority Adaptation Projects

  1. Introduction of drought-resistant seed varieties
  2. Defense & restoration of degraded soils
  3. Reconstitution of basin slopes
  4. Increase water supply
  5. Improvement of water quality
  6. Fight the spread and intensification of malaria
  7. Use of non-metallic local materials for the construction of low price, climate extremes-resistant housing
  8. Fodder production for goat breeding
  9. Production of provender for poultry farming
  10. Introduction of Fish Concentration Mechanisms
  11. Short-term preservation of fish under ice to reduce losses after catches due to higher temperatures
  12. Set up early warning & surveillance system of climate risks
  13. Reduce blinding cataract cases through improved medical and surgical care
Project Components:

Activity 1: Establishment of the NAPA Team and the Regional Multidisciplinary assessment Task Force (RMTF) A project workplan.

Activity 2: A Draft Vulnerability and Adaptation (V&A) Review Report, A public domain documentation resource pack on climate change, vulnerability and adaptation, A Report on Participatory Rapid Appraisal (PRA)

Activity 3: The three regional consultation workshops will result in a more detailed inventory of areas of vulnerability to climate change in Comoros; priortised adaptation measures (categorised by sector and region); and, an initial set of criteria for prioritisation of adaptation measures for Comoros.

Activity 4: The key outputs for activity 4 will be a priority listing of adaptation measures for each sector and each region as well as a national level priority listing of urgently needed adaptation measures with the requisite criteria.

Activity 5: The output for this activity will be an updated NAPA (in both summarised and extended formats), which will have incorporated the comments received during the public review by the RMTF with assistance from the sectoral and eco-system leaders.

Activity 6: The two key outputs from this activity will be (i) the final NAPA (in both summarised and extended formats), and (ii) the endorsement letter from the GEF focal point in Comoros.

Activity 7: The key outputs will be the published versions of NAPA reports in French and Arabic and widespread national dissemination.

Expected Outputs:

Activity 1: Establishment of the NAPA Team and the Regional Multidisciplinary assessment Task Force (RMTF) A project workplan.

Activity 2: Synthesis of available information on adverse effects of climate change and participatory assessment of vulnerability to current climate variability

Activity 3: Identification of key adaptation measures and development of country driven criteria for prioritisation of adaptation measures

Activity 4: Development of proposals for prioritisation of adaptation measures using criteria

Activity 5: Public review of the draft NAPA proposal

Activity 6: Review of updated NAPA by Government, civil societies, and endorsement by the GEF focal point

Activity 7: Finalising and dissemination of the NAPA
