Abstract: This paper provides an early overview of the prospects for implementation of the EU climate action and renewable energy (CARE) package across the EU at Member State level, as of spring 2009. It is based on reviews of the legislative state of play in all 27 Member States and includes detailed case study assessments of developments in the Czech Republic, France, Germany, Hungary, Italy, Poland, Spain, and the United Kingdom, and 19 desk-based Member State reviews.
