This publication promotes the practical application of low-cost sustainable sanitation in South East Asia and the Pacific.

Solomon Islands - National Adaptation Programme of Action (NAPA)

Summary:

National adaptation programmes of action (NAPAs) provide a process for Least Developed Countries (LDCs) to identify priority activities that respond to their urgent and immediate needs to adapt to climate change – those for which further delay would increase vulnerability and/or costs at a later stage. The Solomon Islands National Adaptation Plan of Action (NAPA) has determined, through a broad national consultative process, that agriculture, human settlements, water and sanitation and human health are priority vulnerable sectors requiring urgent support to enhance resilience against the predicted impacts of climate change. The majority of the population of 508,000 (2007) live in rural areas and are predominantly dependent on agriculture, forestry and fisheries for food security and livelihoods. The 84% of people living in rural areas (World Bank 2007) rely mainly on their traditional food production systems, traditional knowledge, and strong communal systems and on agriculture, fishing and small business activities to support livelihoods. The majority of rural dwellers reside on hilly and mountainous areas and along very low lying coastal areas with very high exposure to abnormal and extreme weather and climatic events. The following summarizes the NAPA for the Solomon Islands.

Project Components:

The objective of the proposed NAPA formulation project is to develop a plan of action that will serve as the blueprint for the country’s adaptation to climate change and climate variability. The ultimate goal of the NAPA is the reduction of the country’s vulnerability to climate change. It is widely recognized that the most effective, efficient and assured path to meeting this goal is to reduce vulnerabilities to current climate variability, including extreme events. Accordingly, the Solomon Islands’ NAPA will focus on this approach.

Expected Outputs:

The NAPA will include a countrywide set of strategies for undertaking the immediate and urgent actions required to address the adverse impacts of climate change and sea-level rise. These strategies will include planning, prevention, survival and recovery options for both the immediate and near-term future. The development of the NAPA will only be the first step in an ongoing process of research, action, evaluation and revision.

Haiti - National Adaptation Programme of Action (NAPA)

Expected Outputs:

Linkages will be established with different Policies, Projects and Programs at national level, relevant to the preparation of NAPA, such as:

* The Implementation of the National Environmental Action Plan (NEAP), in which climate change is considered a priority
* Sectoral policies related to Biodiversity and Desertification
* Integrated national policy for watershed management. This new policy should target many critical issues such as ground water recharge area, protection of important aquifers.
* Infrastructure projects that cover construction of new facilities to improve the availability and the quality of drinking water, rehabilitation protection and extension of systems
* Geographical Information System (GIS) Project at the Ministry of Planning which is preparing land use map, erosion and density of housing for the entire territory and database at the national level (UTSIG Project)
* National Policy for Disaster Preparedness prepared by the Ministry of Interior (Civil Protection). This policy is aimed to tackle causes and factors that generate hazards in order to reduce the impact of disasters and strengthen the capacity of responses
* Land use policy with special emphasis on water resources and water source protection prepared by the Ministry of Agriculture
* The Program of Action for Development ( Haiti : 2001-2010) presented by the Government of Haiti at the Third Conference of United Nations addressed to Least Developed Countries ( LDC)
* Strategy of the Energy Sector Reform (SESR) which aims in the short term to increase electricity generation and improve living standards in Rural areas
* Strategy for Poverty Reduction prepared by the Ministry of Planning
* Coastal Zone Management Program at the ministry of Environment
* Five year national plan of Haiti (2004-2009)

Description

The objectives of NAPAs are: - To serve as simplified and direct channels of communication for information relating to the urgent and immediate needs for adaptation - To facilitate capacity building for the preparation of initial national communications, and addressing urgent and immediate adaptation needs.

Project Components:

Activity 1: Establishment of the NAPA Team and the Regional Multidisciplinary assessment Task Force (RMTF) A project workplan.

Activity 2: A Draft Vulnerability and Adaptation (V&A) Review Report, A public domain documentation resource pack on climate change, vulnerability and adaptation, A Report on Participatory Rapid Appraisal (PRA)

Activity 3: The three regional consultation workshops will result in a more detailed inventory of areas of vulnerability to climate change in Comoros; priortised adaptation measures (categorised by sector and region); and, an initial set of criteria for prioritisation of adaptation measures for Comoros.

Activity 4: The key outputs for activity 4 will be a priority listing of adaptation measures for each sector and each region as well as a national level priority listing of urgently needed adaptation measures with the requisite criteria.

Activity 5: The output for this activity will be an updated NAPA (in both summarised and extended formats), which will have incorporated the comments received during the public review by the RMTF with assistance from the sectoral and eco-system leaders.

Activity 6: The two key outputs from this activity will be (i) the final NAPA (in both summarised and extended formats), and (ii) the endorsement letter from the GEF focal point in Comoros.

Activity 7: The key outputs will be the published versions of NAPA reports in French and Arabic and widespread national dissemination.

Expected Outputs:
