Social impacts of climate change in Bolivia: a municipal level analysis of the effects of recent climate change on life expectancy, consumption, poverty and inequality

Summary:
This paper analyzes the direct evidence of climate change in Bolivia during the past 60 years, and estimates how these changes have affected life expectancy and consumption levels for each of the 311 municipalities in Bolivia. Contrary to the predictions of most general circulation models, the evidence shows a consistent cooling trend of about 0.2°C per decade over all highland areas, slight and scattered evidence of warming in the lowlands, and no systematic changes in precipitation.

The main development objective of this project is to improve the life of rural human services providers by making available affordable, environmentally sound, basic electricity services from renewable energy. This will help improve teacher and health worker retention by reducing isolation (through access to radio and other communications) and providing safer and better living conditions (through access to lower-cost, better quality lighting).
Project Components:
1. Provide an affordable financing package which will make the purchase of solar lighting kits affordable for teachers, health workers, and eventually the general public; 2. Build capacity within the PNG renewable energy industry, by requiring retailers to obtain PV-Gap certification (which include ISO 9000) and by regularly producing a catalogue with certified solar PV components; and 3. Build consumer awareness and confidence in the use of solar lighting, by requiring extensive outreach and support to SHLK purchasers;

The Project forms part of FEA’s renewable investment plan to create a resource efficient, cost effective, and environmentally sustainable power sector through the development of indigenous and renewable energy sources and reduced dependence on diesel fuel imports. The Project will strengthen FEA’s transmission network to 1. meet growing demand from renewable and clean energy sources, 2. improve system reliability and quality of supply, 3. facilitate power transfers from renewable energy resources, 4. reduce transmission losses, 5. optimize utilization of existing and planned power plants, and 6. integrate IPP generation into the power system network.
