    The CC DARE team held a joint stakeholder consultation in Ghana in April 2009, in collaboration with several other adaptation programmes (AAP, ENREG, UNDP-LDCF, BCPR/DRR) with participants from diverse ministries, NGOs as well as development partners. A project proposal aimed at finalizing the National Climate Change Adaptation Strategy (NCCAS) was submitted by the Environmental Protection Agency (EPA) end April 2009.

Integrating climate change and environment into curriculum of secondary school

Strengthening the climate change adaptive capacities of the communities of Alibori District

    Some of the outcomes to date:
    - 7 trainings in 6 communes - aimed at communal staff, town council, municipal centers for the promotion of agriculture and the protection of nature in the Alibori Department.
    - Organization of climate risk management committees in 6 communes.
    - Radio programmes on climate change. Implementing actors for this activity have been identified.

The CC DARE Programme in Sub-Saharan Africa

Summary:

The CC DARE programme provides demand-driven technical and financial assistance to sub-Saharan African countries that is targeted, flexible and rapid. The assistance is made available to improve the ability of sub-Saharan African countries to remove barriers and create opportunities for integrating climate change adaptation into national development planning and decision-making frameworks. The programme is designed to complement and strengthen ongoing and planned nationally based climate change adaptation and risk management.

Project Status:
As of 30th November 2009, a total of 27 national project proposals have been approved. Out of these, 5 have now completed implementation; two are in the preparation phase; while the remaining 20 projects are at various stages of implementation and are expected to be completed by June 2010.

This report seeks to compile a current account of farming systems and the changes that farmers are experiencing in Namibia. This study seeks to enable adaptation to climate change based on the information gathered. The Ministry of Agriculture, Water and Forestry, were involved in assisting and executing the study. The Environmental Conventions and Related Programs Unit of the Ministry of Environment and Tourism were also involved.

Cities in Climate Change (CCCI) - A component of Sustainable Urban Development Network (SUD-Net)

    Summary:

    Hundreds of millions of people in urban areas across the world will be affected by climate change. The vulnerability of human settlements in this new urban era will increase through rising sea levels, inland floods, frequent and stronger tropical cyclones, periods of increased heat and the spread of diseases. Climate change may negatively impact on the infrastructure and worsen the access to basic urban services and the quality of life in cities. Most affected are the urban poor – the slum dwellers in developing countries.

    Project Components:

    ##### Approach
    The Cities in Climate Change Initiative targets cities in developing and least developed countries. It emphasises good governance, responsibility, leadership and practical initiatives for the communities and their citizens. It builds on the well-tested Environmental Planning and Management process which is suited to address climate change issues within the city by a wide host of actors. A set of tools will be developed to support city-leaders and practitioners in addressing the impact of climate change (adaptation) and to help reduce Greenhouse Gas emissions (mitigation). This will be supported with technological and financial options as they emerge from the needs of cities.

    Expected Outputs:

    * The setting up of global, regional, national and city to city networks of national and local government associations, non-governmental bodies, universities, the private sector, and UN organizations addressing climate change;
    * Localization and implementation of national adaptation and mitigation strategies;
    * The strengthening of capacities of local authorities to integrate climate change concerns in local and city wide planning and budgeting for cost-effective policy responses;
    * The strengthening of the capacities of local government training institutes to provide climate change training for local governments.

World Climate Applications and Services Programme (WCASP)

    Project Components:

    The World Climate Applications and Services Programme (WCASP) fosters the effective application of climate knowledge and information for the benefit of society and the provision of climate services, including the prediction of significant climate variations both natural and as a result of human activity.

    Expected Outputs:

    The Climate Information and Prediction Services (CLIPS) project is an implementation arm of WCASP around the globe. It strives to take advantage of current data bases, increasing climate knowledge and improving prediction capabilities to limit the negative impacts of climate variability and to enhance planning activities based on the developing capacity of climate science.

    The main project components of CLIPS include training and capacity building, development of best practices in operational climate services including verification and user liaison, communication of El Niño/La Niña and related aspects, determining research needs and liaison with research programmes, demonstration/showcase projects, and regional as well as climate provider-user networking and consensus building.

    Over the past decade and half, the main activities underpinning the CLIPS project implementation include:

    1.Promotion of operational climate prediction services, particularly on seasonal to interannual scales;
    2. Providing an active interface between the research and operational communities; Development of operational frameworks linking global, regional and national level long range forecasts;
    3. Establishment of WMO Regional Climate Centres (RCCs) including the development of their formal designation process involving CCl, CBS and RAs;
    4. Promotion of consensus-based climate outlook product generation, particularly through its support to the Regional Climate Outlook Forum (RCOF) process;
    5. Regular issue of WMO El Niño/La Niña Updates based on global consensus;
    6. Capacity building of NMHSs in providing climate services through a worldwide programme of CLIPS Training Workshops;
    7. Establishment of a CLIPS Focal Point network and its coordination through Regional CLIPS Rapporteurs;
    8. Integration of CLIPS activities into the regional coordination of climate related matters within the RAs;
    9. Promotion of climate applications through showcase projects and user liaison activities;
    10. Development of CLIPS Curriculum and web-based information;
    11. Cross-cutting activities with other WMO technical programmes, especially WCRP, WCDMP, DRR, AgMP, HWR, ETR and WWW, Technical Commissions CBS, CAgM and CHy as well as other global systems such as GCOS and GEO;
    12. Closer integration of climate applications activities and CLIPS, including partnerships with UN bodies and international organizations such as WHO, UNWTO, IRI, etc.

Tackling climate change in the refugee Chad camp area in eastern Chad

Urban Water Management Programme (UWMP)

Summary:

Urban water problems are growing around the world. Rapid urbanization and the formation of megacities exacerbate these problems further. Access to safe drinking water and basic sanitation in cities in developing countries is now seen as a necessary precondition for the attainment of the MDGs; it is also instrumental in the fight against poverty, hunger, infant mortality and gender inequality.

New paradigms need to be developed and applied to solve these increasingly acute water problems.

Project Components:

The Urban Water Management Programme (UWMP) aims to develop approaches, tools, guidelines and capacity building means to allow cities to assess their urban water situation and to adopt more effective urban water management strategies and practices.

Expected Outputs:

* UNESCO Urban Water Management Book Series (over 10 volumes consolidating the research results of IHP’s network) promoting science and knowledge for sustainable urban water management, water education and capacity building;
* Reports and guidelines on innovative urban water management in a range of cities;
* Establishment and evaluation of alternative water systems for improving the safety and quality of life of periurban dwellers;
* Analytical tools for the assessment of urban water conditions and for the enhancement of integrated urban water management in various natural and climatic settings.
