The CC DARE programme provides demand-driven technical and financial assistance to sub-Saharan African countries that is targeted, flexible and rapid. The assistance is made available to improve the ability of sub-Saharan African countries to remove barriers and create opportunities for integrating climate change adaptation into national development planning and decision-making frameworks. The programme is designed to complement and strengthen ongoing and planned nationally based climate change adaptation and risk management.

The publication proposes a methodology and provides two sets of indicators: one to measure the extent of vulnerability within a particular energy system and a second to identify possible adaptation options.
These indicators are applied to ten Sub-Saharan countries. The indicator results and possible adaptation measures are outlined.

Project Rationale and Objectives _(as outlined in the Project Document of 25 July 2003)_ The Least Developed Countries (LDCs) represent the poorest and weakest segment of the international community. The economic and social development of these countries represents a major challenge because of a series of vulnerabilities and constraints, such as limited human, institutions and productive LDCs themselves, as well as for their development partners.
Project Components:
To train Francophone NAPA teams to produce NAPAs of good quality.
Expected Outputs:
21 Country teams are adequately trained to carry out their NAPA work. The three key outcomes are: * Informed representatives of the Francophone LDCs delegations and increased awareness about the application of the NAPA guidelines from a substantive point of view; * Increased participatory discussion among the various players involved and their proactive commitment to the NAPA creation process. * Increased understanding of Francophone LDCs UNFCCC Focal Points about successful GEF NAPA projects implementation/process.

Background
The Climate Change Screening Matrix provides guidance and a check-list for use by field-mission representatives and Danish development partners. As part of the Climate Change Screening Matrix, climate change is integrated as part of wider “environment” as a crosscutting issue. Testing on sector programmes in 17 countries. There are results available for Benin, Bhutan, Burkina Faso, Cambodia, Kenya, Mali, Nepal, Niger.
