    Summary:

    As the world’s largest manufacturer of lighting products, China holds the key to lowering the cost and uptake of high quality, energy-efficient lighting throughout the world – which would mark a major step in reducing the output of greenhouse gasses. By volume, China supplies 80 per cent of the world’s lighting requirements. However, due to low or inconsistent quality, this is significantly less in terms of actual dollar value.

    Project Components:

     Selected Project Awareness Raising Activities -

    • Two TV series were developed – one with CCTV-10 and another with the State Bureau of Radio, TV and Film. A teaching programme on efficient lighting was also introduced into home decoration TV shows. TV material was also placed on CDs and distributed.
    • An information drive for the Green Lights project was held in 2002 during China’s national Hi-tech Week in May. Brochures were also distributed to students and the general public during Energy Conservation Week in 2005.
    • Articles on efficient lighting were published in daily newspapers, domestic and international magazines.
    • An information and awareness-raising promotion was conducted through primary schools and communities. The schools’ campaign was organized under the slogan ‘Children to Parents to Society.”
    • Publications and promotional material for professionals and the public included seven books, many brochures and reports.
    • A series of seminars, workshops and training activities were held. There were 30 training courses for professional lighting designers, and 15 for large-scale users. National and international lighting conferences were held  - Green Lights and Green Olympics (2002); International Green Lights symposium (2004); International Conference on Electricity Saving in the Domestic Sector (2004); and Right Light 6 (2005).
    • A web site in English and Chinese was developed. More than 60 Chinese and two English newsletters were published and made available on the Internet.
    • A series of Bulk Purchase Training Workshops targeting major purchasers (government, schools, hospitals, commercial centres, hotels, etc) were held in 2004. The workshops provided information on the cost and quality benefits of bulk purchase and provided assistance with establishing a bulk purchase group.
    • Seminars were organized to encourage energy management companies (EMCs) to offer on-going lighting efficiency services. Six EMCs, capable of completing a total of 10 projects per year, are now offering such services, which will produce an estimated 16.7 million kW/year in savings.

    Selected Project Results -

    • Total energy saving in Chinese lighting in 2004 resulting from the activities of the project was 15.78 billion kWh (equivalent to US$ 986 million savings in electricity costs to the consumer).
    • The cumulative savings in lighting energy since project initiation in 2001 have been 25.54 billion kWh (equivalent to US$1,596 million savings in electricity costs to the consumer).
    • A reduction of 4.9 percent in lighting electricity use was recorded for 2003 and estimated emissions related to lighting in 2004 were reduced by 4.3 million tonnes of carbon with cumulative reductions in carbon emissions of 6.8 million tonnes of carbon since project initiation.
    • There was an increase in awareness of high efficiency products and an increase in the number of users (households and non-domestic bulk users) - from 32.1 per cent in 2002 to 34.7 per cent in 2003.
    • There was a 46 percent increase in the output of high efficiency lighting products and a substantial (approximately 40 per cent) increase in China’s exports of high-efficiency lamps between 2002-2003.
    • More than 600 lighting products, for eight different lighting product types, from 46 firms were certified.
    • By the end of the project 400 products (in eight lighting product types) from 46 firms had been certified by the China Energy Conservation Product (CECP) Certification Committee. A CECP logo has been provided to promote certified products, and manufacturers are being encouraged to adopt it.

Tajikistan PPCR Phase I Components A1 and A3

    Tajikistan is one of 11 countries/regions selected for funding through the Pilot Program for Climate Resilience (PPCR). In Tajikistan the World Bank Group (WB), Asian Development Bank (ADB) and the European Bank for Reconstruction and Development (EBRD) are implementing Multilateral Development Banks for channeling PPCR funds, with WB serving as overall MDB coordinator.

    Project Components:
    1. Assessment of capacity needs in Tajikistan to improve climate resiliency and address threats related to climate variability and climate change.

    2. Awareness raising and training on climate change impacts, vulnerability, and adaptation at the national, regional, and local level.
    Expected Outputs:

    1)  An assessment of Tajikistan’s institutional, technical and human capacity to mainstream climate change considerations in key policy areas, with particular focus on the requirements for taking the Strategic Programme on Climate Resiliency forward; and

    2)  An initial awareness raising campaign aimed at building capacity on climate change impacts, vulnerability and adaptation.This campaign will include a survey of climate change awareness and knowledge, a training of trainers session, and community-based participatory scenario development (PSD) workshops in each of Tajikistan's 4 regions.

    Summary:

    The CC DARE team conducted an inception mission to Rwanda, jointly with UNDP, the Least Developed Countries Adaptation Fund (LDCF) and the Africa Adaptation Programme for Climate change (AAP), from 4th to 9th July 2009. The objectives of the mission were to increase awareness of the CC DARE programme among main stakeholders involved in climate change adaptation in Rwanda and coordinate efforts with similar initiatives.

Autumn/Winter irrigation as an adaptive mechanism for more efficient use of water resources in Sady Shakirov

    Summary:

    Located in Central Asia, Kazakhstan is the world’s ninth world largest country. Its climate is continental with average temperatures varying from -12˚C in the winter to 30˚C in the summer. Although Kazakhstan’s economy relies mainly on the export of oil, minerals and metals, agriculture remains an important economic activity. The site of the project, Sadu Shakirov, has a population of approximately 1,462 people and is located in the Talas area of the Zhambyl region.

    Project Components:

    Grassroots action on climate change adaptation supporting marginalized communities in ten countries; policy influence and up-scaling to national and global level; community ownership and accountability.

    The UNDP CBA project will implement new systems of irrigation, during the autumn and winter, in pilot sites where this technique will be efficient, and to promote its replication to neighboring ranchers. Essentially irrigation during autumn and winter, when average temperatures are below zero, replicates the same effect of snowfall. Water delivered to the pastures during these seasons melt and promote grass growth during the spring thaw.

    Expected Outputs:

    The outputs include:

    1. The cleaning of the Sharuashlyk irrigation canal;
    2. The rehabilitation of irrigation zones;
    3. The estimation of ecologically allowable load on project location pastures will also be done before sowing field/pasturage crops in the pilot sites;
    4. Community capacity to implement climate-resilient livelihood and livestock techniques will be developed through trainings in autumn/winter irrigation pasturage techniques and enhanced local awareness of long-term climate change impacts;
    5. The publishing of a booklet about the leassons learned in the project, aimed at facilitating replication in areas facing similar challenges.

Integrating climate change issues into the agricultural sector inputs to the national development and sectoral investment plans

    A CC DARE scoping mission was undertaken from April 21st – 25th 2008. A two day stakeholder consultation was held with a broad representation of climate adaptation actors.

    Following the scoping mission, a total of seven proposals were received from a range of governmental and non-governmental organisations.

    Project Components:

    The purpose of the Technical Assistance is to support MAAIF to mainstream Climate Change Adaptation Issues into write up for the NDP and the DSIP.

    Expected Outputs:

    Two outcomes are expected:

    i) Climate change issues are integrated into national and sectoral frameworks. The outputs that will contribute to this outcome include provision of Technical Assistance and training for members of the Thematic Working Groups (TWGs), who are responsible for formulating these plans as well as other sector stakeholders including local governments and other central government ministries.

    ii) Enhanced knowledge and skills on climate change amongst key stakeholders in the agricultural sector. The outputs contributing to this outcome include trained staff and the development and dissemination of mainstreaming guidelines.

    Project Components:

    The principal outcome of the project will be sustainable livelihoods and food security through increased nutrient- and water-use efficiency for increased crop productivity. The implementation of adapted technologies and best practices for mitigating agricultural drought and the resulting improved land use and management practices will contribute to short and long term, local and national development goals in terms of sustainable land resources use thereby enhancing sustainable livelihoods and food security through productive and diverse agricultural systems.

    Expected Outputs:

    The project seeks to achieve two integrated outputs, which together form the nucleus of interventions to achieve the outcome of the project. The emphasis is an integrated effort to achieve increased crop productivity through increased nutrient- and water-use efficiency. The outputs are as follows: Output 1. State-of-the-art scientific knowledge characterizing agro-meteorological climate risks and uncertainties regarding crop production in the country generated Indicator: Report regarding the trends analysis of climatic variables [rainfall, temperature, etc. by end of month 1 of the project Output 2. The current status, socio-economic factors, constraints and opportunities for promoting adapted land use and management technologies vis-à-vis traditional knowledge and practices for agricultural drought mitigation in the selected AEZ identified.     This project is designed for: Rehabilitation of water reservoirs in the Region of Savanna for the benefit the youths and women groups by the Department of Village Water Supply under the Ministry of Water Sanitation and Village Water Supply of Togo. The CC DARE team conducted an inception mission to Togo from the 29th of June to the 2nd of July 2009. The objectives of the mission were to increase awareness of the CC DARE programme among main stakeholders involved in climate change adaptation in Togo.

    Expected Outputs:

    The results expected under the Water Resource project include:

    * Representative populations and local elected officials have a better understanding of the impacts of climate change and are fully involved in the implementation of adaptation to climate changes measures.

    * Two selected water reservoirs are rehabilitated and exploited.

    * Women and youth are better prepared to adapt to risks and impacts of climate changes in agriculture and biodiversity, and the potential for an increase in household income is improved.

    * The exodus of migrant from affected regions is gradually reduced.

    * The estimated cost of rehabilitation of water reservoirs and related work is known;

    * Based on the known costs of rehabilitation, an investment plan for the rehabilitation of all water reservoirs in the Savanna and Kara Regions of Togo is developed;

    * A project proposal for the implementation of the investment Plan is developed and submitted to the Government of Togo and development partners, for support and implementation.

    This project consists of strengthening the technical capabilities of the Civil Society Organizations (CSOs) and the private sector of Togo on climate change by Togo Friends of the Earth NGO. The CC DARE team conducted an inception mission to Togo from the 29th of June to the 2nd of July 2009. The objectives of the mission were to increase awareness of the CC DARE programme among main stakeholders involved in climate change adaptation in Togo.

    Expected Outputs:

    Following activities are planned under the Friends of the Earth project:

    * Sensitization of 125 NGO Associations and private sector actors on climate change

    * The production of a documentary film on climate change

    * Production of posters and commercial broadcast;

    * Sketches on climate change

    * Organization of public and televised sensitization meetings;

    * Radio broadcasts.
