    Summary:

    In order to respond to the greatest and most immediate threats of climate change, the government of CAR prepared a National Adaptation Programme of Action (NAPA), which prioritized a number of interventions that should enhance the adaptive capacity of the agriculture sector. These include: promoting drought-adapted seeds, rehabilitation of degraded land, establishment of an early warning system.

Tropical forests hold several goods and services used by forest-dependent people as safety nets to traverse difficult periods of resource supply. These same goods and services are constantly surrounded by emerging markets linking remote communities with major urban centers nationally and internationally. How these markets affect adaptation remains unclear.

    Summary:

    The Republic of the Congo ranks 136 on the 2009 Human Development Report. Congo has signed and ratified the UNFCCC. Congo’s socio-economic and political history renders it vulnerable to the effects of climate change. Climatic conditions in the Congo’s vary from sub-equatorial to humid. As a result of climate change, the Republic of Congo is likely to face an increase in annual temperatures, a decrease in the dry season and an increase in annual average rainfall.

    Project Components:

    To mainstream climate change adaptation into core development policy, strategies and plans of the Republic of the Congo.

    Expected Outputs:

    The government of the Republic of Congo has set out the following adaptation measures to combat the effects of climate change:

    Output 1: Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced

    • Identify gaps and generate the critical information to inform adaptation planning.
    • Strengthen the technical capacity of key experts on climate change adaptation (CCA).

    Output 2: Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the local and national levels strengthened.

    • Strengthen the institutional framework to manage climate change risks.
    • Strengthen CCA capacity within the key institutions.
    • Strengthen and pilot local CCA leadership and capacity building.

    Output 3: Climate-resilient policies and measures in priority sectors implemented.

    • Review and revise policy, strategy, legislation and investment decisions.
    • Support and implement on-the-ground demonstration projects.

    Output 4: Financing options to meet national adaptation costs at the local, national, sub-regional and regional levels expanded.

    • Strengthened financial development framework on climate change.
    • Financial instruments assessed and strengthened.
    • Strengthen capacity to access international funding for adaptation.

    Output 5: Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels.

    Summary:

    The Human Development Report for 2009 ranks Sao Tome at 131. São Tomé and Príncipe has signed and ratified the UNFCCC. As a member of the small islands group of states, São Tomé and Príncipe’s geographical disposition increases its vulnerability to the effects of climate change. São Tomé and Príncipe is richly endowed with water resources and a dense tropical forest which on the other hand, is badly damaged, leaving future generations at a disadvantage.

    Project Components:

    São Tomé and Príncipe has the institutional and individual capacity to address climate change risks and opportunities through a national approach to adaptation.

    Expected Outputs:

    São Tomé and Príncipe will adopt the following plan of action to reduce risks associated with climate change:

    Output 1: Dynamic, long-term planning mechanisms to cope with the inherent uncertainties of climate change introduced.

    • National stakeholders generate and apply critical information for improved and climate-resilient decision making.
    • Created climate change adaptation multi-stakeholder platform on Climate Change Adaptation to advise on Activity Result 1 and other programme activities.

    Output 2: Strengthen leadership and institutional frameworks to manage Climate Change risks and opportunities at local and national levels.  

    • Strengthened leadership and technical capacities of national government in addressing CC risks and opportunities.
    • Created climate change adaptation multi-stakeholder platform on climate change adaptation, and design strategy for best Climate Change coordination platform for lessons learned.  

    Output 3: Climate Change proof national and sectoral policies, and design, test and implement priority Climate Change measures.

    • Implemented climate-resilient policies in priority sectors.
    • Implemented four pilot activities in Lobata region.

    Output 4: Financing options to meet national adaptation costs expanded at the local, national sub-regional and regional levels.  

    • Market-based, fiscal, financial and/or other instruments assessed and designed for facilitating dynamic adaptation to climate change.  
    • Investigated and explored pilot of microfinance activities on Climate Change that support adaptation.

Sharing community knowledge of climate change through oral histories in post-conflict Angola

    This project will gather “oral histories” on local-level memories of climate variability and climate change as a proxy to obtaining meteorological and other environmental data. The project will also capture local perceptions and indigenous knowledge about environmental adaptation that have occurred over three and a half decades of conflict.

Equatorial Guinea - Country-level Climate Data Summary

Summary:

These country-level climate data summaries were prepared with funding from the UNDP National Communication Suport Programme (NSCP) and the UK government Department for International Development (DfiD) in order to address the climate change information gap for developing countries by making use of existing climate data to generate a series of country-level studies of climate observations and the multi-model projections made available through the WCRP CMIP3. A consistent approach has been applied for 52 developing countries in order to produce an 'off the shelf' analysis of climate data, and also make available the underlying data for each country for use in further research.

For each of the 52 countries, a report contains a set of maps and diagrams demonstrating the observed and projected climates of that country as country average timeseries as well as maps depicting changes on a 2.5° grid and summary tables of the data. A narrative summarises the data in the figures, and placing it in the context of the country's general climate.

A dataset containing the underlying observed and model data for that country, is made available for use in further research projects. The files are smaller and more manageable than the global fields made available by the PCMDI, and in text format which can be easily downloaded, read and manipulated.
