    Summary:

    Ghana ranks 152 on the 2009 Human Development Report Index. Ghana has signed and ratified the UNFCC. Ghana’s climate change profile indicates that there will be an increase in sea level rise, temperatures, decline in rainfall, aridification and intensity of weather events. This in turn will continue to hamper economic growth in Ghana. In addition, Ghana lacks the capacity to handle the effects of climate change in key vulnerability areas such as agriculture/food security, water resources, and the coastal/marine zones ecosystems. The Africa Adaptation Programme has 5 general outputs, which are specified for each of the 12 African countries where the programme is implemented:

    1. Dynamic, long term planning mechanism to manage the inherent uncertainties of climate change introduced

    2. Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the local and national levels strengthened

    3. Climate-resilient policies and measures in priority sectors implemented

    4. Financing options to meet national adaptation costs at the local, national, sub-regional and regional levels expanded

    5. Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels Ghana has broadened and improved institutional capacity and financing mechanisms for addressing climate risks, and has demonstrated positive

    Project Components:

    Ghana has broadened and improved institutional capacity and financing mechanisms for addressing climate risks, and has demonstrated positive impacts in linking disaster risk reduction and climate change through the implementation of early warning systems.

    Expected Outputs:

    The following plan of action will be undertaken by the Ghanaian government to mainstream these climate change risks:

    Output 1: Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced.

    • A broadened national coalition for climate change adaptation (CCA)
    • Enhanced understanding and integration of CCA into development plans.
    • Strengthened ability of districts to integrate CCA into district development planning.

    Output 2: Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the local and national levels strengthened.

    • Strengthened functioning mechanisms for CCA
    • Strengthened leadership and technical capacities

    Output 3: Climate-resilient policies and measures in priority sectors implemented.

    • Assessed feasibility of early warning systems
    • Activities planned and implemented to support risk knowledge, monitoring, and warning services
    • Supported dissemination, communication, and response capability.

    Output 4: Financing options to meet national adaptation costs at the local, national, sub-regional and regional levels expanded.

    • Strengthened technical and leadership capacities of institutions
    • Increased international financing for CCA

    Output 5: Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels.

    • Key institutions influence policy and responses for CCA
    • Strengthened capacity of NGOs (Non-Governmental Organizations)and CBOs (Community Based Organizations)
